Hextech Sion is a legacy skin that was released in June 2010.
Although Riot Games can't directly state this, potential inspirations are obvious. The skin gives away a strong vibe of the Terminator or Kano from Mortal Kombat, and for good reasons. Just like them, Sion and his indiscriminate slaughter claimed all who stood in his way. This inspiration, of course, means also a lot of robotic parts included in the design.
Similarly to the Terminator from the Terminator movie franchise, the skin features Sion as a mechanical warrior. The only difference is the kind of technology used, as Sion has been infused with armor and Hextech technology. If you love this type of aesthetics, make sure to check out Zero Sion as well!

Just like other Hextech skins, Hextech Sion features an entirely new model and texture. His normal skin color has been changed into a bright blue while his armor has been replaced by some special Hextech contraption.
His left arm is now robotic as is pretty much the rest of the left side of his body, which every enemy hit can certainly confirm. His weapon has also been modified into a huge mallet that has a glowing orange Hextech orb inside it (No, it doesn't deal magic damage).
He basically looks like a cross between Frankenstein and a bodybuilder, just like Arnold Schwarzenegger in his most famous role.
The Hextech warrior has no new visual effects to show, same with sounds or particles, which is to be expected from a skin that used to cost 520 RP. Even without any new animations or sounds, the war hero still looks amazing. Despite the fact that it is not incredibly rare, it is the rarest of Sion skins.
Released back in 2010 the skin was originally sold for 520 RP in the League of Legends store, that is, until it was sealed in the Legacy Vault. Since then the skin has been removed and is no longer available. If you want to stand out from the crowd with this awesome Hextech skin, then you still can.
