There is a wide range of reasons you might want to start a new account in a specific division. You start at the bottom 20% of League of Legends players by starting in Bronze.
Bronze rank is the place where most people start their ranked journey. People in this division are usually new to the game or just exceptionally bad at League of Legends. You expect many of these players even to know all of the champions, let alone what their skills do. It is the perfect division to learn new champions, play a new position, or allow you to play matches with your lower-ranked friends. It also lets you reset your MMR and re-climb to surpass your current rank with far better LP gains and significantly lower LP losses.
Levelling a new account any time you want to start fresh is tiresome and extremely long. It takes, on average, 180 hours of playtime to level an account from 0→30.
