Riot Games disabled all skin codes for PAX Jax in 2014 so the only way to get this skin is to buy an account that already has it.

Neo PAX Jax can’t be crafted from Hextech or Mystery Gifts, it’s only available in the Mythic Essence shop and can be bought with Mythic Essence during limited time events.
