As of the most recent patch to this post (Patch 13.24), none of the 5,146 chromas in the game can be gifted to other summoners. The only things that can be gifted are champions, skins, ward skins, RP, summoner icons, rune pages, hextech keys, hextech chests, and gifting-specific event loot. Eternals, chromas, bundles, and event passes all remain as purchasable items that can't be gifted. There's a myriad of reasons for this, ranging from lack of interest or demand to problems with the skin or champion being refunded.
The original FAQ for chromas answers this question with:
"Yes! Now you can gift chromas directly to your friends. Just click “Unlock a Skin for a friend” in the “Gifting Center” to pick a chroma."
This functionality is still missing after 9 years. It's likely that if chromas will ever be giftable, they'll be part of a bigger update that allows players to gift things like bundles and passes.

In the Chinese version of the game distributed by Tencent, certain chromas are presented in the client as entirely different skins from their original skin variant and its chromas, and they are priced separately and outside of regular chroma bundles. In essence, these chromas are distinct or modernized realizations of the base skin in a new splash art. After selecting the base skin during Champion Select, these chromas can be swapped through a separate "Chroma" button which is located higher up on the screen.
Unlike skins, which can be obtained through direct purchase or as rewards in Hextech Crafting, chromas often come bundled with skin purchases or obtained through special events, missions, or the Blue Essence Emporium.
